Ok, I'm sorry but I just don't see how HUGS could possible be unusable after a crash. I get the harness and everything else. But seriously HUGS are bendable rubber.

Yes, but they are part of the harness system - not just for comfort, but they actually assist in restraining the child and reducing forward head excursion.
FWIW, I use the harnesses off old & crashed seats to make belts with. All it takes is a length of harness, a locking clip, and a bit of time.
