The EZ-On harnesses? How old and heavy is the child? Will there be head support there if the child is older?

Ok. Is there a reason a traditional harnessed seat will not work? That'd be far easier than dealing with an EZ-On harness.

Can someone please tell me what the harness that makes a lap belt safe is called, and where you can get them? Are they really expensive?

Have you considered the Ride Safer Travel Vest (often abbreviated to RSTV) as an option? These are “more similar” (for want of a better phrase) to a traditional car seat and often prove a good solution when issues are experienced regarding space in between car seats that are already installed.

As Wendy has noted, if you can use a traditional seat, then it would likely be the easier and better option. Not that E-Z-On products are difficult to use (we have two E-Z-On Vests and are very happy with them), but they do require an approach which is slightly ‘different’ to usual car seats (adjustment, counterintuitive chest clip position, etc).

I think the product you are probably thinking of is the 86Y Harness. Details can be found here on the E-Z-On website. They are not expensive – in fact in the general scheme of car seats they are very good value. The 86Y harness is usually in the $75 to $95 range (before shipping and applicable taxes). There is a list of distributors here.

We have purchased E-Z-On Vests from Midwest Bus Parts and found the service very good.

I hope that helps.
