Tether anchor for 99 and older vehicles?

We recently purchased a 99 Silverado, it has no top tether anchors, I found the bulletin and part number for the kit to retro fit it (#15010136), but the dealership is telling me the part was discontinued in 2011 and nothing replaces it! What do they expect people with older vehicles to do? Is there some other way to secure the top tether strap?

Unfortunately they did stop making retrofit parts. And some are running out. If you can't find the part online, you'd need to choose whether to use an aftermarket anchor made by a child restraint manufacturer instead, or just to rear face your kids to booster age if possible.
