It looks like if it's within baggage allowance size and it's properly stowed, it's allowed. I've always just put restraints (RSTVs, boosters) we weren't using on the plane in a backpack or bag with the other stuff we're stowing, but I wouldn't think a kid carrying on a booster and putting it under the seat would cause a problem.

We've flown with backless boosters and not had any troubles. Just stuck them in the overhead bin. The girls had backpacks that went under their seats. A HBB might be more problematic because it probably doesn't fit in their carryon baggage "size allowance."
