Car seat addition neck pillow safety

I made a neck pillow for my son. I've been doing research and continuously find different answers as to whether or not it's safe. There are no official yes's or no's. Help!

(I'm redesigning the pillow to fit more comfortably so this is not the final design but this is basically what it's going to look like).
