My son has the high back booster seat .. is there any thing or something to stop the seat belt from moving.. I guess I'm trying to say is it doesn't retract and lock like my wife's kia ...

Can you help us with more information please? Which high back booster? There are probably close to a hundred.

Is he behind the driver's side or the passenger side?

How old is he?

Dodge vehicles of that age have locking latch plates, not switchable locking retractors. So the lap portion of the belt locks in your truck when it's buckled even though the shoulder portion isn't locked.

Is there a reason you want the shoulder belt locked with a HBB? It's generally not recommended to have the belt locked.
