How is the angle for an almost 9 month old? The buckle stalk is twisted 1.5 times. The window frame in the background is not level. The bottom of the static cling shade is close to level. The last picture shows how it tilts slightly to the passenger side, thanks to the ceiling mounted seatbelt. It is tethered to the driver's seat track. Those are all the details I can think to share. How's it look? Thanks. :D

I'm not concerned about the tilt at all, mine tilt a little more than that and a locking clip just doesn't work in my car with the Radians, so I don't worry about it.

The angle is nice and upright! I know my kids would have been fine with that at 9 months, probably many would. If she seems uncomfortable you can recline it a bit more for her, but otherwise, by 9 months most kids have head control enough to reposition if needed.

The buckle looks fine. The secondary buckle, that little thing that is on the other side, where it plugs in to the lap belt? Is that twisted? It's hard for me to tell. If it is, I'd untwist it (it looks like it should be fine if you do, not as long as some.)

I also have a rear facing radian and the seat has a slight tilt where the shoulder straps pulls up on it slightly. Is it safe to use the locking clip on the opposite side of the buckle, where the shoulder and lap belt come together, to have the seat not angle?

No, not at all. But if you put the locking clip next to the buckle where it goes, then you don't lock the shoulder belt. It then doesn't pull up on that side, so no tipping.
