Question Where do I attach the rf tether in my 2005 GMC Envoy?

I bought a Britax Boulevard 65 to put in my '05 Envoy XL (3 rows). It has to be installed RF (my son is 4.5 months) in the 2nd row , preferably behind the passenger seat.
I was reading the manual and saw that it can be tethered while RF.
Is this required or optional? How and where do I tether it? It seems pretty inconvenient to put it up over the carseat and behind the vehicle seat. But I don't know where to attach it infront of the seat.
I'm a first time mom, so the cat seat thing is still fairly new to me. Sorry if this is a dumb question.

Oh, and I tried installing it without the tether and it is at the right angle and barely moves at all at the belt path.
