Toddler complaining crotch hurting in car seat

I am at a total loss, so I'm hoping someone has had this same experience! My 2.5 year old toddler is now suddenly uncomfortable for all car rides, even just the few minutes to daycare. She is tiny for her age - only 25 pounds, so she certainly has not outgrown her seat. She lifts her butt and pushes her body so that her legs and crotch are pushed against the straps. She turns bright red and starts saying that her "tushy hurts", but then when I ask specifically, says her "privates" hurt. We have a Britax Boulevard G4. I tried adjusting the crotch strap to the most forward position even though she hasn't reached the suggested weight, and that made no difference. I've also folded up a blanket and placed it between her and the straps where they latch in, and that made no difference. Any suggestions? Has anyone experienced this??

Is she RF or FF?

Does she only ever complain in the car seat?

Any redness to the area or potential for a recent injury where the buckle is hitting?

Are you using Latch (lower anchors) to install the seat? If not, they may be tucked into slots under the cover and shifted to where they are hitting her in the tush or hips. Also, if forward facing, little legs dangling can make for a sore rear or back.

Is she out of diapers?
