Sureride Questions

I'm installing the Evenflo Sureride RF with LATCH for my 15mo old (about 23lbs, 32"). Here are my questions:
1) Does the harness have to be attached to the splitter plate using the infant position for RF?
2) There's a lot of room between the 3rd & 4th harness slots. The 4th is definitely above DD's shoulders so that's out for RF but the 3rd slot is a lot lower than her shoulders than I'm used to. Is this okay? How low is too low?
3) If I need to use a pool noodle to get the right recline do I put it under the recline foot or the seat shell?

2) Sometimes you run into problems with the straps falling off the shoulders but there isn't a "too low."

3) A noodle doesn't really work; too unstable. If you need a rolled towel it goes under the recline foot.
