Rear facing Radian xtl help

i'm trying to learn my new radian. my other two are the old 80s. so i'm doing a real install with latch. Do i take the latch things from the carseat out of the fabric strip on the side that holds them in place? does that even make sense? with my other ones you always just left them in that strap thing as a holder for traveling and whatnot but it seems really funky on this new on to keep it in the older and when i tried to get it out, i can do it but it seems like a bit of a struggle and to put it back into this older will be a little tough so i wasn't sure if that is what i was supposed to do. the manual doesn't really say. in the picture it looks like it's out however it could also be the view from the other side. can any one make sense of this post?

That extra strap is just to keep you from losing the LATCH attachments, so just pull it out of the little storage guides, thread your LATCH strap through the belt path, and attach to your vehicle's lower anchors. Remember to thread it through so that the connectors are clamping down onto the vehicle anchors, not up. :)
