It's been a long time since I purchased a car seat. What is a good seat for a smaller one year old, rear facing? Safety, and easy to install are musts.

Welcome back! What vehicle and budget? How heavy? Seated torso height?
Budget? Extra features required? Size of 1 year old? Vehicle? All would be helpful. 
We just bought a Britax Advocate Clicktight for our 14 months old. I really, really like it. Top harness slots of 19 inches (will last FOREVER!), fits in fairly compact spaces due to it's 7 recline positions, installs really easy with seatbelt due to clicktight mechanism, comfy. Cons are that it is expensive...the harness adjuster is a bit tough to reach...and the Clicktight could be a bit easier to use.
Other seats I really like..Graco's line of Headwise/My Size/Size4Me 65....thought about the Peg Perego, Maxi Cosi, Clek, and Diono seats, too.
