No headrests in kids' seating positions

My cousin visited this weekend and had her children (DS 5, DD 6) in backless boosters. She mentioned that in their usual vehicle the shoulder straps cross their necks. I told her something with a back would help with that and she's open to changing. Her vehicle, an old Jeep, does NOT have headrests where the kids sit. The girl is average height but has a small frame and is leggy. The boy is average height and solid looking. What should we be looking for? I don't even know whether it should be a combo or a HBB. Money is a concern, so I may be buying these myself.

I would get highback boosters. Make sure that whatever boosters you get do NOT require vehicle head support. Some options are Graco (turbobooster), evenflo boosters, Britax Parkway, and Chicco Strada. Avoid the Dorel boosters (cosco, safety 1st, etc), Diono, and Recaro.
