New Zealand: buying a seat there, importing, or shipping from Canada?

My sister is soon to be en route to New Zealand for a year with her two kids. She has an airplane seat for the 2.5 year old but not the 8 month old. We're wondering what her options are for car seats...

She has a True Fit and a Nautilus. Depending on what her best bet is for getting another seat while in NZ, she could put the 2.5 year old (~33lbs, average height) in the TF on the plane and then use it for the baby (~18lbs and fairly tall but average torso) on the ground, and buy or import a new seat for the 2.5 year old. Or, bring the Nautilus on the plane and buy or import a new seat for the baby. She will be there for a year and technically is a visitor, not a resident, so that might affect what she's legally allowed to do. She wants to do what's safest, though, rather than strictly legal.

So...is there a decent seat available to buy in NZ that would suit either child? Or can she import a seat from Europe or Australia that would be a good option? Alternately, she could ship one of her seats as checked baggage in an extra-large box with lots of packing materials.

Not sure of the vehicle it will go into, likely more than one over the course of the year, so something that is not a tricky install.

Any and all help or suggestions appreciated. And all things being equal, cheaper is better. The 2.5 year old was RF until recently but due to space in their truck is now FF. She is not averse to putting him back RF.

You can buy Australian seats here & European seats are legal. She could import a Swedish seat but they are expensive & its probably not worth it if she is only going to be here for a year.

But as you can see they are all expensive :( The Australian seats are expensive as well.

I would use the true fit on the plane if it fits & check the Nautilus in (which I know people are against, but I've never been able to take a seat on a plane, so have always had to check them) I wrap them up in a sleeping bag & put them in a box, then put them in the bag that the airline provides, that way she can rf the baby and harness the toddler.

Definitely best (in my opinion) to bring both carseats with her... decent ones here are expensive.. even to hire one for a year would be a minimum of $100NZ vs free to check them on as baggage.
