MR65 harness adjuster won't tighten further

My DD2 is almost 12 months, 19.5 lbs, and 30". I have her RF in a MR65 that I just installed, and I can't seem to get the harness to tighten far enough to remove all the slack from the restraint when she is in it. :confused: The harness is threaded through the second set of slots, and she is not exactly a small baby (well, thin but tall). I uninstalled it and looked for places where it's caught but found nothing. I can loosen it all the way, and it tightens, but only to that spot. It's almost tight enough, but I can pinch an inch of strap. I know it must go tighter than that. I don't see anything in the manual. We've used this seat before, but for a toddler, not an infant.

The standard checks are to make sure the splitter plate is on the correct loops and to be sure nothing is getting hung up in the gray cover on the back.

When we had the splitter plate on the center loops, the ends/largest loops were getting bunched up in the gray cover on the back. I just stopped loosening the harness so much when DD got out. HTH
