The way it supposedly works is that USPS is costs to APO located in NY, then 'free' military mail takes over. My MiL in NJ has very low shipping costs in comparison to my mom in WA.

Let me go check.......kind of noisy, but not super noisy. It's not stiff fabric, actually it's more softer.
