And Safe stop cannot be used when there is no top tether in use... it also MUST be removed when the child reaches 40lbs (well actually 21... it is used until 40lbs) :) .

Yes, if you are using Safe Stop you MUST use the top tether. If you're not using the top tether for some reason, you MUST remove the Safe Stop.

Is there some reason you don't want to use the top tether?

If the lower anchors are used, then the SafeStop is used even if the tether is not used. The only time the SS is not used is if it's a seatbelt-only install (or child RFing, or child over 40 lbs).

If you're using the safestop you have to use the top tether.

Since you're using latch ( the t in Latch stands for tether)for a FF install The top tether has to be used anyway.

Latch is a 3 part system for forward facing. Lower Anchors and Tethers for CHildren. If you use the lower anchors, you must use the tether.

So I take it you tether all rear facing seats? No, you don't.

The Radian manual gives instructions on installing with the lower anchors. Then it says "Stability of installation can be improved by using the tether." It's not required, strictly, but as I said, there's really not a good reason not to use it if it is available.

Let me see if I can help clarify.

If you install a Radian FF with a top tether and seat belt, then use SafeStop with a child 20-40lbs
If you install a Radian FF with lower anchors, then use SafeStop with a child 20-40lbs
If you install a Radian FF with lower anchors and top tether, then use SafeStop w/child 20-40lbs
If you install a Radian FF with just a seat belt, SafeStop is not necessary.

SafeStop is a load limiting device to help absorb crash forces on a smaller child. If SafeStop is not used in the above configuration, there is not a safety concern. Much like using the top tether, it adds the ability to ride down a crash in a safer manner. Yes, we always recommend using a top tether with either a seat belt or lower anchor installation.
