Faulty lock-off on Graco Snugride32 base. Anyone else??

So, I'm posting to find out if anyone else has had this problem....
The lock-off on my 2 year old Graco Snugride 32 base has stopped working. Specifically it no longer stays closed/locked. This base was ***maybe*** installed/re-installed 3-4x's, but overall the lock-off got very little wear and tear.
I've also seen this occur on another similar base or two (not sure if it was a safeseat, snugride32, 35, etc!!) at the hospital where I work.

Has anyone else had this happen.

I emailed Graco and they have offered to replace the base if I pay to ship the defective base to them. Um, no thanks...I'll just use LATCH and then trash the thing when I'm done with it. Sorry, not paying $20 to ship a base to Graco so they can send me another one that's going to fail in another year or two.

I'm considering reporting it as a defect to NHTSA...especially since I've seen this occur on 2 or 3 different bases now!

I've had a few come through where the lockoff would not stay closed while empty, but they stayed closed with a seat belt inside.

I've seen this as well, but never one that wouldn't stay closed on a belt. It's like it needs that extra pressure to keep it squeezed shut.

You know, I didn't even think to try it with the seatbelt...duh! When it was new it did stay locked without a seatbelt, so I just jumped to the conclusion that now it's broken...but maybe it's not! Duh me!

When I dismantled a SS1 base, I'm pretty sure the lockoffs were just screwed on (TB screws). I wonder why they can't just replace the lockoff
