Question cosco highrise, not fitting?

I bought this for dd today. Her turbo is close to expiring and it was a cute print and only $16.50. It doesn't position the belt correctly it rides up on her belly. The shoulder belt is a little to close to her neck for my liking as well. She is 7.5 years, 73lbs not sure of height. The lb turbo fit her well tho. Has anyone else seen this issue? I'm taking it back and going to get a turbo. Ill take a pic and post later to see if you ladies agree.

The Highrise tends to fit bigger kids better. If she's not very tall, a turbo or a Literider/Youth Booster may work better.

Here are the pictures. I am going online to walmart.com now and having her pick out either a turbo or literider. Do you think the slope of the capt chair has anything to do with it?
