Can someone look up the part number for a tether anchor for a 1998 Chevy Lumina? Is Chevy still installing one tether anchor for free?

Yes, GM dealerships are supposed to retrofit one tether anchor free of charge for owners of retrofittable 1989 and newer pre-factory equipped GM models. You'll need to refer the dealership to GM Technical Service Bulletin Number 99-09-40-004 dated January 2000 for the details. The LATCH manual doesn't list specific tether anchor part numbers for retrofittable GM models because the part numbers change over time, and GM dealerships are supposed to have the most up to date parts information.
