Center seat belt?

I hope this picture is ok, its the best I could find online. But what kind if seat belt is that in the middle? It seems to have two buckles? Its a '02 Mazda Protege. I'm assuming its ok to use for car seat installations?

It unhooks so it's not in the way when you fold down the back seat. The way it's set up in the pic, you just use it like a normal lap/shoulder belt for seat installs.

Thank you! I just tried putting our seats in this car for the first time today and didn't know if that seat belt could be used. I'd never seen one like that before.

If the buckle stalks are too long and the buckles are hitting the car seat belt path, you can twist both the stalks down if necessary. You're allowed up to 3 full twists on each one. I have to twist down the buckles on my mom's '06 Mazda3.
