Car seats to Puerto Vallarta with 3 year and 5 year old

Hello,
I am traveling to Puerto Vallarta and would like some car seat advice. Our hotel is a five minute drive from the airport and we are not renting a car. My three year old weights 33 pounds and the 5 year old weighs 39 pounds. We have radian and graco nautilus carseats that we could take if we decide that's what we should do.

Should we take car seats to Mexico? Do the kids need to sit in them on the plane? Realistically, will there be seat belts to use in a cab from the airport?

You may or may not have belts there. The 3year old should definitely be in a seat on plane and in car if you can find a cab with belts. I'd take the radian if you are ok with a locking clip and set it up for use without a tether. I'd bring a backless booster for the five year old, most likely, unless she is absolutely not able to ride in one even for five minutes.
