Bus question....3 in a seat.

Michael started school this week and I noticed they are sitting 3 to a seat. He has him(6 1/2 year old), a small third grader(smaller than him), and an average size 4th grader in one seat. Michael says it is smooshed.
He said there is a seatbelt, but they can't use it due to 3 in a row.

Is this safe?

Oh that is good. :) Is it safer with the seatbelt or without the seatbelt? I know the parents of the two other kids and I know they wouldn't care if I asked them to buckle up. The driver I can talk her into it. She seems like she likes to work with the parents.

School buses are actually safer without the seatbelt unless it is a lap/ shoulder belt which fits correctly. Which almost never happens. ;) If it's just a lap belt, then there's the risk of seatbelt syndrome plus the whole compartmentalization is compromised.
