Bunching of the belt OK?

This might be hard to explain but I'll do my best.
I have a 97 Explorer. Carseat for now is the FPSVD. The belt locks at the retractor.
When I buckle the seat in, the belt bunches up on the latchplate. The belt slides to one side. The female end is kind of down in the seat and not movable at all so it's at a weird angle.
The seat is a solid install, doesn't move at all. But I'm wondering if the bunching belt is ok.

I can get pics if needed but may take me a day or so.

Bunching is fine, as long as the seat is tight. Sometimes that bunching can prevent the belt from sliding through, which in turn prevents you from getting the seat tight.
