Budget seats that fit noobs?

No, I don't have an announcement, I'm asking for my 8 months pregnant friend. Up to about $70. I figured the Apt would be the best choice but it has pretty low top slots. Anything else that would work?

Maybe the Evenflo Tribute? I don't think it offers more time than the scenera/apt but its another option.

Convertible, yes. Doesn't the tribute have 8" bottom slots? I figured that wouldn't fit a newborn. I'm trying to convince her to take my radian that I have never used infant padding for but she doesn't want to take such an expensive seat since I already gave her the MR when DS outgrew it. I figured there was nothing with low bottom slots and high top slots that was cheap. That's like a polka dotted unicorn.

Who's in the myride now? It generally fits newborns well so maybe some seat switching would help.

Her 15 month old. I have no clue how tall she is. I believe I set the straps on the second set for her and she weighs about 30lbs. She also has a 5 year old in a NB turbo. She drives a mid 90's explorer so pretty much anything will fit.
