I think they fall under the same requirements (had to do a screen shot because I lost the formatting when I copied).

from FMVSS213

ps, S6.1.2(a)(1)(ii) says:

(ii) Belt-positioning seats. A belt-positioning seat is attached to either outboard seating position of the standard seat assembly in accordance with the manufacturer’s instructions provided with the system pursuant to S5.6.1 using only the standard vehicle lap and shoulder belt and no tether (or any other supplemental device).

Huh, that's really interesting. So far as I could tell when I read the CMVSS213, they really only discuss labeling, materials, and the deflection amount allowed in a booster seat.

Here's the specific testing quote portion:

http://www.tc.gc.ca/acts-regulations/GENERAL/M/mvsa/regulations/rssr/rssr.htm#RESTRAINT SYSTEM (scroll way down to schedules and booster cushion section)
3. After applying a preload of 175 N to the booster cushion, the booster cushion, including any padding or covering, must not deflect more than 25 mm under the application of a vertical 2 250 N force applied anywhere on the upper seating surface of the booster cushion through an apparatus described in section 20 of ANSI/ASTM D3574-77, Flexible Cellular Materials-Slab, Bonded, and Molded Urethane Foams, published by the American Society for Testing and Materials.
