Question Booster in Uhaul?

My brother and his wife and their 3 year old are moving to Nevada from Michigan. This move is very sudden and new job related. I know the 3 year old should be in a 5 point harness but he's in a booster (40 + lbs and very tall). I have tried to get him in a harness but they won't even let me buy one so end of story on that.
Anyway, they are driving when they go in a few weeks and it's my brother in a uhaul and my SIL and nephew with two cats in a car. I don't really care too much for my SIL but I wouldn't wish 3-4 days in a car with a not well behaved 3 year old and two cats on anybody. So would it be okay for my nephew to ride with my brother in the uhaul sometimes? My brother said no because it's not safe to which I laughed quite hard and said if you cared about his safety he would be in a harness. I'm thinking for the sanity of my SIL (who ,um, has some issues) it might be okay for a few hours at a time? Thoughts on a booster in a uhaul please.

He may want to make sure that booster seats or carseats are even allowed in a u-haul. I thought I recall some posts regarding that and the fine print on the rental agreement indicated that children under a certain age were not allowed to ride in the u-haul.

If a booster is allowed and there was a lap-shoulder belt, I might feel it was okay, though I think I would prefer it if he was in the car since the I would have no way of knowing the maintenance records on the u-haul and would be worried about it having a tire blowout or breaking down.

I have travel with a cat across country in a u-haul and it was not a fun experience. After the first 4 hours though, he stopped meowing and just accepted he was not getting out.

We put DS in the u haul when we moved. But he was 2 and in a scenera. I asked the guy at the u haul place specifically if it was ok and he said yes and some of the newer trucks even have LATCH. I don't know about a booster, but I can't imagine it would be different. At least up front with dad, he could watch and make sure he's not fidgeting, unbuckling, ect.

Also make sure the air bag has a key to turn it off. The moving truck we rented (wasn't a U-Haul because I don't trust their vehicle maintenance) had a key to turn off the air bag and the vehicle manual specifically stated that it must be turned to off if a child was in the front. I also recall that the moving truck did not have a top tether location, so only a booster seat could be used (seats have to be tethered where I am so it would have been illegal to put a harnessed seat there). Can't remember what it said about RF seats since we were past that stage.

Good advice by PP to read the rental agreement on whether or not kids are allowed.
