We are grandparents who have a 1995 car and want to use a new car seat. Are the safety belts sufficient in this car for the car seat?

Given that the seatbelts are 19 years old I'd have your trusted mechanic or a body shop inspect them for signs of wear beyond what is safe, and then replace on their recommendation. You can also see what your car's manual says. Some say to replace after 15/20 years.
