89 Plymouth Acclaim: seatbelt and booster question

I am trying to see if our Graco Turbobooster can be safely used in an 89 Plymouth Acclaim. I didn't check it out too much yet, but it seems as though the belts do not lock. There is no owner's manual or instructions on the belt. I have no idea what type of belts they are.

Here are my questions:

Are non-locking belts safe for a booster seat? If not, is there anything I can do to make this work?
Does anyone know what type of belts this car has, or how I could find out? Google has turned up nothing for me.

If it has lap shoulder belts, it's safe to use with a booster. If it has only lap belts, you cannot use a booster with it. :)

Yes, it has lap and shoulder belts. I have been reading threads here and other places and it looks like ELR belts are only a problem with carseats, correct? I think they are ELR in the car.

ELR belts aren't exactly a problem, but they require a locking clip to secure a harnessed car seat. Locking seatbelts were made mandatory in 1996.

Exactly. They will lock in a crash, the booster is just a positioner so it is fine to use ELR belts with it. :) Make sure the screws are in!
