Question Cosco Scenara / Height Limit

We have a Scenara in my parent's car. DS is 36 inches and pretty tall and thin for his age (he's 25 months). The straps are now coming from behind his shoulders (below) instead of above and we are on the highest strap slot and it seems to be tight around the neck. Does anyone know if there's additional slots on the newer Scenaras or if there's another inexpensive but safe 5-pt harness carseat that would work if we need to replace it?

How heavy is he? He'd be better off rear facing, and that seat would last longer that way, since the slots are supposed to be below his shoulders rear facing.
