Rental cars...do they fall under the taxi law?

A friend's DH works for a rental car agency and they pick people up and drop them off. He had a client who had a 3-4 yr old child but no car seat. He refused to drive them home and called them a cab. He was wondering what the laws are though for rental cars in Canada, more specifically Ontario. Does anyone have any info?

If it's rented for less than two weeks, then I believe they are exempt from the law (not the laws of physics though ;)).

I would refuse in that situation too, the driver does *not* need that liability hanging over his head.
