Safty with no shoulder belts?

What would be the safest spot in a car that has lap only belts and no head rests in the back? The car has shoulder belts, head rests and no air bags in the front. This would be for a small 9 year old that should be in a booster but isn't. She's not mine and the parents would think I was crazy if I mentioned that their nine year old should still be in a car seat.

Thanks to anyone that has any tips.

P.s. the car is an 86 Nissan Stanza wagon.

This is a tough situation. Neither spot is particularly safe.

I would definitely have them visit a local technician to evaluate the fit of the child in person. To determine the safest spot would really need first-hand judgement of fit and adequate head restraint.

If the child does not have adequate head restraint in back, then the front seat is probably the safest option, with or without a booster.
