RFing Radian q??

Ok, I was moving the crotch buckle on the radian for my DS, as I noticed he was sitting on top of the strap, and it was really hard to buckle, as the buckle was nearly between his legs. anyway, as I was staring at the bottom of the seat, while trying to get the crotch strap out, and noticed the seat said the bottom recline had to be up, does that mean not reclined, or reclined, before the boot/foot thing was put on, I checked the manual, and it said raised, which still leaves me questioning.
It was up, (to me when I first put it together, I took that to mean not reclined) the reason I decided that's what it meant then, is because on the foot, it has a little space where the metal piece to lock the base fits perfectly.

Now i question that, and I want to know which it's supposed to be? So is the base supposed to be set to recline the seat, or not, with the rfing foot.
