When do I move shoulder straps?

I don't know if this is a common problem, but my 6 month old is giving me troubles when it comes to deciding to move his straps up. When I put him in his infant seat, his shoulders are above the top harness slots by about half an inch or more, but as he is in the seat for awhile, he slouches down and ends up about 1/4 inch under the slots.

I have kept the straps in the middle slot because I don't want him to be unsafe when he falls below as the drive goes on. Is that the right call? When I first put him in, the straps seem so low...

That is an unusually large amount of sliding. Are the straps maybe pushing the child down? Is the crotch strap very far from the body? What seat is this?

It is a Chicco Keyfit 30 Magic version. I do still have the infant insert padding on the bottom, so maybe I need to remove it? With the padding, my kiddo is actually creeping up to the 1" from the top mark anyway.

I don't think that the sliding is being caused by the straps being low. I moved it up for like a day cause I was sure he was over the slots, then was horrified when we got home and I pulled him out of the car to see that he was below the straps for some reason. The crotch strap is in the right position from what I can tell, the bottom is right next to his body.

If I think of it, I will try to catch some pictures so you can see what I am talking about.
