The base lift up at the head end when installed.

We just got a 2016 Odyseey and installed the base (graco snugride) via LATCH on the middle seat, second row for our new born daughter. At the feet. the base is tight but at the head end, I can lift up the head with almost no force at all. Is it normal?

That's normal. Just test for less than 1" of movement at the belt path. The head area of an infant seat or base will normally life up with a secure installation. Don't try to wiggle it loose, just leave it be.

To expand a little, lifting up is normal because the attachment point is close to the back so it acts as a pivot focus. If you pull side to side away from the attachment point it will also move more because you are using leverage (and as Archimedes said, give me a lever long enough and I could move the world.)

The seat has been tested with the same attachment points and passed testing. :) Make sure the angle is correct with the seat (and weight of a baby) in the base, that it moves under 1 inch at the attachment point, that all other directions are followed, and any lifting is fine. :)
