MyRide latch and tether question

Do you have to use the tether if you use latch? A friend just got a new car and has no anchor for the tether so wanted to know if its required. I've got the manual pulled up and am reading through it, but thought I would ask here, too.

Should she use latch or seatbelt? :)

Yes, LATCH stands for Lower Anchors and Tethers for Children. What is the year and model of her vehicle? Beginning in 2000, all vehicles had to have top tether anchors for car seat installations.

ETA: is this for forward facing or rear facing? You can't tether the MyRide rear facing.
