SK Monterey cover with belt issue?

We have started "light" booster training with the SK Monterey. When buckling the belt, I've noticed that the cover extends out past the lower red belt guides (? not sure what that area is called) so that the belt cannot rest flat against the red part, under the arm rests. Is this ok? The fit seems to be great and the belt rests nice and low on my daughter's lap but it just seems a little weird with the cover there. I've tried adjusting the cover, pulling it back, but it still stays sticking out not allowing the belt to rest flat.
