Local second hand store and used seats

Renaissance is a chain of second hand stores in QC, run under the govt. They have used seats all the time. I spoke with the manager of my local store, and explained how most of the seats are expired, and all the other info. They told me to be in touch with the head office, since they can not make these decisions. I called the head office, and explained the situation, that it's also a liability for them...

There were so many seats there today. What else can be done? Does anyone have experience with them?
