Evenflo Maestro: is this a booster, 5-pt harness or what?

I'm looking at seat options for my 32-lb child.

It's a combination seat. It's a 5 point harness with a weight limit of 50 pounds and the top harness slots are approximately 18 inches tall. It converts to a booster, but because the booster isn't adjustable it won't last very long and will need to be replaced with a dedicated booster later.

A similar seat is the Evenflo SecureKid, it harnesses to 65 pounds, has the same top harness slots but has an adjustable headrest so it will last longer in booster mode, likely lasting until the child is old enough for a backless booster.

How old is your 32-pounder?

At 3 there is still a safety benefit to having her rear facing. If you're keeping her forward facing, the Maestro or SecureKid would be good choices.
