are the instals similar or virtually identical? Does the 70 require top tether use at all weights? In booster or harness mode do both require a certain %of the seat bottoms or back to make contact with my automobile seat? Can I do a long belt path with the 70 or is there only one path?

The installs are extremely different. On the Frontier 85, you have the choice of the "traditional" or long belt path routing. On the Pioneer, there is only one belt path, and it's an open path (meaning you don't stick your hands into the seat), which is nice in some ways, but I found I needed to work on it more than it seems I should have. Here's a review, including a video showing seatbelt installation: http://carseatblog.com/22545/review-of-the-britax-pioneer-70-a-pioneering-new-seat/

I don't remember exactly what the overhang rules are. I know on the newer convertibles it's 3" but I can't say for sure on the Pioneer. With a seatbelt install, tether use is always recommended, but I don't think it's required.
