Evenflo Triumph (not advanced) harness issues

I get lots of messages on a parenting forum regarding car seat issues. Here is the most recent (I've directed them here, but not sure if they post or not).

It's easier for me to quote the message instead of typing it all out ;)

We liked ours when we first started using it but the longer we use it the more we hate it. The straps don't loosen and if we do get them loose they don't always get as tight as they should.

I think asked her to explain further... and got:

Right now (child's name) straps are as tight as they can be and still buckle them, if they were even 1 click tighter on the knob adjuster you wouldn't be able to buckle her in. If you release the knob adjuster you CAN NOT loosen her straps up unless you take the carseat out of the car. It doesn't matter who tries to loosen the straps they don't loosen unless the carseat in out of the car. It has been this way since we started using it a few years ago for (other child's name). Just recently we've started having problems getting the straps tight enough. It's really annoying. I'm sure we just have a defective carseat and it was just an inconvience until I got pregnant again and I'm refusing to have to use it this way for a few more years.

Any suggestions?!

The only thing I can think of is to make sure everything is routed properly and that nothing is interfering with the harness. If it all looks good, then call Evenflo. The car seat should not work like she described.
