Radian installation in Chevy Express?

Is it possible to safely install a Radian 65 in a 2006 Chevy Express? We have the seat belts that don't come out of the back of the seat in the middle row- they come out several inces forward of the usual spot. This has made installing seats in those spots nearly impossible. We have 2 Britax Regents and 4 Radian 65s- 2 rear-facing and all others forward facing. I can't put any rear-facing seat behind the driver's seat. I can't install the Regents without a lap/shoulder belt. Do I just need a new van to fit all of these seats properly?
