Question How should I handle this?

Earlier today I saw something that made my heart skip. We pulling into our local $tree store next to a white Honda Accord. Nosie me, I looked into the back seat to see what kind of car seats they had if any. And to my shock I saw what looked like and 18 month old in a Cosco Explorer seat without the cross bar. And the child didn't even look seatbelted. (The child just bairly filled the seat) Trying to keep my cool I said 'excuse me, I wanted to let you know that the way your child is sitting in the back seat is illegal and I don't want to offend you, but that is not safe. You can go to your local fire department and they should be able to help you out.' I didn't want to create a scene, so I continued into the store and did my shopping. When I was at the checkout I saw them walk in and heard the child babbling, not really making any sounds that sounded like words. My heart was sinking, but I didn't know how to handle this situation. After I got back into our van I ask my husband if he heard them say anything. He said 'they finished smoking and were taking and laughing, then went into the store.'

My question is how do I handle this and is it too late? I did write down the plate number.

Let it go :(

You never know how someone will react if you say something. There are horror stories regarding people doing crazy things in similar instances.

The police *might* do something, but that's unlikely :(

It sucks. It gets a smidge easier with time.
