Can I use a LATCH strap from an expired seat to tether my stroller (P&T Sport Double) into my cargo area?

there's no reason you can't, except you may want to be careful how much tension you put on it since cargo anchors are sometimes very weak and will just snap off.

I'm thinking of tethering to my 2nd row TAs at least until I have a ff seat.

I think that's fine. The seatbelt material lasts longer than the carseat shells Think, would you worry about the seatbelts in a 6+ year old car?--well maybe if it's over say 15 years or something, I can't remember the guideline for vehicle belts, but it's proably fine for a stroller and it's better than nothing

What about tethering an 80 or 60 lb dog to 3rd row TA with it?
