Because the seats are not tested to perform in a crash at a right angle to the collision. There is no way to know how a seat will perfer because there is no standard for side impacts.

Also, generally the seats are MUCH too small to put a seat on.

Because the manufacturers say so.

We do not know if this is because they tested it and it failed, or they haven't tested it and therefor cannot allow it.
