laws in passenger vans

what do you mean by passenger vans? What state are you in?

For what it's worth, the laws of physics don't change, I would insist on best practice regardless.

I mean those big vans that have about three rows and hold 12-15 people. I live in Illinois and my daughters' camp uses them. I hear they tip over.

Those vans to have a high roll over risk.

Your daughter should have a lap/shoulder belt and a head rest to be safest. If she doesn't fit in the lap/shoulder belt than she needs a booster---assuming she's at least 4 AND 40 pounds. Lap only belts are safe for NO ONE!

I don't know the exact laws but typically those are considered "public transportation" (even if being used for a private camp/function) and so it is considered the same type of transportation as being on a bus. As far as I am aware, no car-seat laws apply to them (at least not in Colorado). They do have a high-rollover risk and typically no headrests. PP is right --- your daughter should have some type of carseat/booster and also talk with the drivers/counselors as to how the seat should be installed ect....and if she's in a booster that it CANNOT be used with a lap belt --- I've seen that mistake LOTS in carpool ect...
