I agree it is a foreign seat...other countries do not require a chest clip. It just properly positions the harness straps. If I remember correctly they usually have big harness cover "pads" that are rubbery to stick to clothes and their straps are angled slightly different so they stay on the shoulders.

A properly tightened harness on these types of seats would stay on the shoulders without a chest clip

So technically, she isn't doing anything wrong. But the harness straps are pretty loose and need to be tightened up:twocents:

The blogger did respond in the comment section that this is not her child or carseat, it is a stock photo she paid for. ;)
 
the ppicture wasn'tt there however i got to read a lovely blog about a couple who pu tthere chid unrestrined in the back of the car with a pacifier taped in the baby's mouth
