All seatbelts since 1996 must lock in some way to lock in a carseat without a locking clip. I can't say for sure which locking method the Sante Fe has, but it will either lock at the shoulderbelt retractor, by pulling it all the way out and letting it slowly feed back in, OR it will lock at the latchplate, the sliding part. If it's the second method, the shoulderbelt will remain loose, the lapbelt portion will hold the carseat tight, and the shoulderbelt will only lock up in a sudden stop or crash.
