Question Is my son to small to ride the bus

My son is not your average 4 almost 5 year old he is about the size of a 2 year old (yes we have seen docters) he is about 32 lbs at most and is very short still in 2t clothing is he to small to ride the bus

Buses are considered to be safe for children who weigh at least 40 pounds. Do you know if the bus your son will ride has harnesses available? That would be a safer option for him. I know that some people have had success in getting a transportation IEP for children who need non-standard transportation to be safe.
