Boostering before 40lbs

This is spawning off another post where wendythomas said "But at seven a child is completely safe forward facing in a harness or in a booster seat if they're over 40 pounds."

I'm wondering if a 7 year old is not yet 40lbs, are they not safe in a booster? My harnessed 5 year old is 30lbs, which is why I ask. I know several booster have a 30lb minimum.

I think that was a Canadian thread? Canada requires a minimum weight of 40 pounds for boosters.

That falls into the "we think so, based on the available evidence" category.

There's some evidence that kids under 40 pounds are more likely to submarine in a booster. Younger kids are also more likely to submarine. The older he gets, the more developed his skeleton will be, and the less likely he is to submarine.

He's been begging, but I only just bought his combination seat and I'm not about to "waste" years of harnessing because of his begging

Can I get a link to the evidence that kids under 40lbs are more likely to submarine please?
And how do they test for that? Aren't the dummies 35lbs and 51lbs?

I'm having trouble finding a link. They don't test for it. It's retrospective real world crash data. I've seen it mentioned here before. Techs?
